Why are law enforcement officers exempt from texting law?

I recently found out that "A Law Enforcement Officer or operator of an emergency vehicle while performing official duties" is not applicable to the texting-driving law. I can't understand why an officer would need to be able to text in order to perform his or her duties. Is this how they communicate these days? I have been watching on the news how people who use a cell phone while driving are four times more likely to have an accident and how dangerous it is to text and drive. How can it be less dangerous for an officer or emergency vehicle driver to text while driving? Thanks for allowing me to voice my opinion on this matter.
