DECATUR — Police arrested a 64-year-old registered sexual predator after interviews with teenagers showed that he has been entertaining teens at his home during the past year and providing them with alcohol, marijuana, pornography and cigarettes.
Louis R. Flemings, also known as Fleming, was arrested March 28 on charges of contributing to the delinquency of a minor and giving liquor to a minor. He is being held in the Macon County Jail on $30,000 bond, pending his arraignment in circuit court this morning.
After police became aware of Flemings’ activities at his home in the 1200 block of East Dickinson Avenue, they interviewed five minors, who told similar stories.
A 16-year-old female reported that she regularly stayed overnight at the Flemings house with her boyfriend, and that she “played drinking games with (Flemings) and that Louis showed pornography to her and a number of teens who hung out there regularly at the time,” according to an affidavit by a Decatur juvenile detective.
The 16-year-old told police “Flemings bragged to her that he was having sex” with a 15-year-old male.
That male told police that he ran away from home on several occasions and went to the Flemings house. Flemings sometimes picked him up and took him to his house. He said that Flemings bought him alcohol and he watched pornography with Flemings. He verified that the 16-year-old girl and her boyfriend were also drinking alcohol there.
The 15-year-old told police another adult male also lived at the home.
The adult roommate told police he observed Flemings “provide the teens identified in the investigation with alcohol, cannabis, and tobacco, when the kids are there at the residence visiting.”
The roommate also told police “Louis talks about sexual contact he has had with four of the juveniles as well.” He said he observed Flemings entering a bedroom with some of the juveniles and come out about 20 minutes later.
Another 15-year-old boy said Flemings “grabbed him in the genital area” on one occasion. He said he smoked marijuana with Flemings and a 14-year-old male and “he always watched pornography at the house as well.”
Flemings has an extensive criminal history including five convictions for contributing to the delinquency of a minor in the 1980s. He has served two prison terms in recent years: four years for a 2006 conviction of aggravated criminal sexual abuse/victim 13-16, and 18 months for a 2010 conviction of sex offender communicating with a child at a public park.
In the 2006 case, Flemings pleaded guilty to having sex with a 14-year-old male while the victim was at the Flemings home on North Union Street. The 2010 conviction stemmed from an incident in which Flemings gave a ride to a 15-year-old male he met in Nelson Park.
