Public Comment Notice
The Illinois Environmental Protection Agency (IEPA) has
issued a Notice of Intent to
Issue a Categorical Exclusion
for the City of Decatur, South
Water Treatment Plant Electrical Improvements.
The City of Decatur is planning
on implementing several electrical improvements at the
South Water Treatment Plant
Building, Raw Water Pump
Station, and Nitrate Removal
Facility. The primary focus of
the project is to replace most of
the electrical distribution gear
that has greatly exceeded its
design life including multiple
transformers, switches, Motor
Control Centers (MCCs), and
Variable Frequency Drives
(VFDs). The electrical systems
at each location are aging and
finding replacement parts to
repair and maintain existing
equipment is difficult. As part of
the replacement, the existing
Supervisory Control and Data
Acquisition (SCADA) system
will be upgraded. In addition,
the existing light fixtures in the
Water Treatment Plant will be
replaced with light-emitting diode (LED) type fixtures, and
the existing Heating Ventilation
and Air Conditioning (HVAC)
system in the Nitrate Removal
Facility will be replaced with a
roof top unit. The electrical
equipment serves water treatment facilities that are essential
for meeting drinking water
quality standards.
The project will be funded
through a loan from the IEPA,
and the project cost is estimated to be $20,120,000. The
Notice of Intent to Issue a
Categorical Exclusion and the
Project Plan are available for
public viewing in the Public
Works Department on the third
floor of the Decatur Civic
Center, 1 Gary K. Anderson
Plaza, Decatur, Illinois. Persons can view them during
normal business hours (8 a.m.
to 4:30 p.m., M-F) between
now and the end of the public
comment period which is ten
days from this notice. During
this comment period, written
comments may be provided to
Crawford, Murphy and Tilly,
Inc. or directly to the IEPA.
