Here are key points of the bill as of May 19:

  • Would start Jan. 1 
  • Illinois residents 21 and over can legally possess up to 30 grams  of marijuana, 5 grams of cannabis concentrate, 500 grams of THC contained in a cannabis-infused product
  • Non-Illinois residents are limited to half those of residents
  • Illinois residents would be allowed to grow marijuana plants in their homes with limitations
  • By May 2020, the Department of Financial and Professional Regulation would issue 75 licenses for new dispensing organizations in the law's first wave of approvals
  • Retail sales of marijuana and related products would be subject to excise taxes ranging from 10 percent to 25 percent of the purchase price
