NORMAL — New freshman, transfer and graduate students for the 2019-20 academic year will pay the same tuition, room and board rates as those in the previous academic year, but mandatory fees are increasing $10 per credit hour, following action Friday by the Illinois State University Board of Trustees.

The overall total cost increase for new students amounts to $316, or 1.3 percent, including a February 2019 increase of $16 per academic year for optional student health insurance. The increase places total cost of attendance for a full-time student at ISU, including health insurance, at $24,682.

That places ISU eighth among the state's 12 public universities in terms of overall cost.

New undergraduate students from Illinois will pay $384.13 per credit hour in tuition for the 2019-2020 academic year. New students this fall will pay that rate through summer of 2023.

The mandatory student fees for the 2019-2020 academic year will be $92.28 per credit hour, a 12 percent increase from the 2018-2019 academic year. The rate also will apply to students new to the university in the 2017-2018 and 2018-2019 academic years. The increased fees for 2019-2020 will be directed solely to academic enhancement needs, especially technology and facilities.

President Larry Dietz said after the meeting the fee increase was needed, in part, because of a lack of state support for infrastructure improvements and repairs.

Even if a capital bill is approved this year by the legislature and governor, Dietz said the university still has a half-billion dollars in deferred maintenance to address.

The fee increase is expected to generate about $4 million a year, he said.

Residence hall rates depend on the type of room (multiple occupancy, single or super single), with rates remaining the same as those charged in the previous academic year. Dining rates will remain unchanged from the previous academic year.

Board Chair Julie Jones said after the meeting, “We are really concerned about keeping education affordable” while also maintaining academic quality and keeping ISU “a premier institution.”

In other business, the board also approved:

  • Two projects at Watterson Towers that include work on the ventilation and air handling systems and upgrades to the public corridor ceilings on all of the student room floors. The cost of the projects, to be paid for with housing reserve funding, are not to exceed a $35.2 million.
  • Making improvements to the first- and second-floor concourses of Bone Student Center that will include upgrades to mechanical and electrical components, new digital displays and moving the Career Center, ISU Credit Union, Tech Zone and several other offices. The $9.5 million will be paid for with Bone Student Center reserves and institutional funds.
  • Purchasing property at 402 W. Locust St., Normal, for $215,000. Dietz said it was a “strategic” purchase because the property became available, and is adjacent to the Nursing Simulation Lab and just north of the Bone Student Center parking lot. The future use of the property has not been determined.
