Organizers of the event, held near the sign designating a portion of Illinois 48 in Walker's honor, chose bubbles because of environmental concerns raised about the original plan for a balloon release.
State lawmakers in 2017 voted to give the honor to Walker, the state's first elected black sheriff. Walker went on to serve as the director of the Illinois Department of Corrections.
